As with many industry advances, ICF's were first started in Europe in the late 80's. Canada has been using them extensively for a number of years as well. In the early 90's The US started building with ICF's. At first there were growing pains that accompany most innovations. Factories had to learn how to produce a consistent form that could withstand the pressure that comes from pouring the concrete into the forms as well as the weight and pressure of the concrete itself.
